The HR Directorate is committed to valuing people who work for the Trust, because the hospital's greatest resource is creating a workplace that supports learning and personal development. The Human Resources Strategy for Staff 2003 -2008 reflects this through its five key priorities:

The Human Resources Directorate comprises the following departments:


Employee Development and Policy Departments

Employee Development aims to provide a range of training and development opportunities and interventions to enable staff to develop in their role through: accredited programmes, personal skills development and open learning. Employee Development also supports the organisation’s development by proactive approaches and partnership work to improve access to Addenbrooke's and/or NHS careers, and supports the introduction of schemes to help provide a workforce to meet future needs.

Policy work involves reviewing, updating and introducing Trust policies and procedures to keep abreast of legislation and good practice. It also ensures that a range of work–life balance and childcare schemes are in place.

Leadership and Management Development Department

The Leadership and Management Development Department facilitates a range of opportunities to meet the development needs of leaders and managers across the Trust. The purpose of these opportunities is to improve the capability of the Trust and to encourage positive and sensitive management styles in line with National Human Resources Strategy.

The range of activities delivered, and/or under development, currently includes:

  • An accredited leadership programme, is being developed in partnership with Anglia Ruskin University;

  • An introduction to management for specialist registrars (SpRs) who are preparing for consultant posts; this is offered in partnership for SpRs from across the Region;

  • A mentoring scheme;

  • A series of Development Centres to support managers in understanding the roles and functions across the local health economy;

  • A series of Lunch Clubs and meetings for managers to explore and discuss internal and external management and leadership issues;

  • A series of seminars, 'Medicine for Everyone', which are delivered by consultants from a range of specialist clinical areas across the Trust.

Medical Staffing Department

The Medical Staffing Department provides a core operational function within the Trust, working closely with both the Medical Directorate and the Personnel Department. The dominant aspect of the Department’s workload consists of the recruitment and subsequent employment of both senior and junior medical staff, both for Addenbrooke’s and for other local hospitals.

Much of the day-to-day workload of the Department is about resolving issues that arise with respect to providing 24-hour medical cover for the hospital. This requires consideration to be given to many complex issues including: (a) the total number of hours any individual is allowed to work, (b) any relevant work–life balance considerations, (c) the need for external locum cover for planned or unplanned absences and (d) the addressing of accommodation needs or other associated problems.

Cambridge Occupational Health Centre at Addenbrooke's

The Occupational Health resources are targeted at three core functions:

  • Ensuring quality and compliance, eg development and implementation of policies and procedures, training and information for managers;

  • Supporting strategies to maintain attendance, eg assisting managers with sickness-absence management, rehabilitation and redeployment advice;

  • Managing risks to health, eg ergonomics, health surveillance and monitoring of health trends.

The Department is managed as two distinct, but interdependent, entities: Trust Services and Business Services. External contracts generate income and provide valuable experience for the practitioners. There is a Helpdesk, providing accessible and quality-driven occupational-health advice on operational issues. The Department also provides a range of audit and assessment tools to provide a structured framework in which to proactively manage risks to health, which underpin these services.

Personnel Department

The Personnel Department team has three core functions:

  1. Supporting managers through change management, disciplinary, grievance and capability issues that arise in the workplace.

  2. Providing a central recruitment service, which processes all advertisements, applications and contracts of employment for the Trust (except for medical appointments), in addition to providing a strategic lead.

  3. Developing and delivering strategies to support the Trust in achieving its own objectives and national human resource targets.

Human Resource Information and Planning Department

The Human Resource Planning and IT Training team provides a support service to the Trust. It is responsible for the provision and analysis of human resource data, which support current and future initiatives and key performance indicators across the Trust. In addition, the team is responsible for the management and development of the integrated human resource and payroll system, and for the design and implementation of system solutions to improve the quality and effectiveness of human resources across the organisation.
